Two trends stand out. First, infrastructure spending has surged 32% year-over-year, driven by new road construction and the Ulaanbaatar metro project. Second, administrative costs across ministries have grown faster than the programs they are meant to manage — a pattern that suggests bureaucratic expansion is outpacing service delivery.
